  5. U.S. House of Representatives from Mississippi; in the crash of
  6. a Cessna; near New Augusta, Miss. Elected sheriff of Harrison
  7. County in 1984, Smith was credited with reforming the
  8. scandal-plagued office. He developed a law-and-order image with
  9. his attacks on drug trafficking along the Gulf Coast. Smith was
  10. a paradigm of the energetic young G.O.P. legislators who party
  11. strategists hope will win control of the South -- and Congress
  12. -- in the 1990s.
